The Leadership
Development and Management (LDM)
program at HS University is
designed to
give Head Start
professionals the opportunity to
develop and improve their
management skills and
competencies.
The program foundation is
designed to build
strong, committed
governing bodies, policy groups,
and management teams that
provide effective leadership and
oversight, and to develop
energetic, well-qualified
professional staff who possess
the skills and experience needed
to provide high-quality,
comprehensive services to
children and families. The
program also focuses on
effective systems and
procedures, including planning,
communication,
record-keeping/reporting, and
human resource management
systems that support program
services. Participants learn
how to use ongoing
self-assessment and monitoring
tools to identify and correct
program weaknesses. The
curriculum presents students
with dynamic organizational
structures that encourage a team
approach to service delivery.
A
credential is an "educational
process" of establishing the
qualifications of professionals
in Early Childhood programs.
The process consists of the
attainment of a specific skill
level and knowledge of
regulations and the assessing of
the candidate's educational
background and experience. A
credential is then awarded to
the professional who meets the
standards set for the content
area.

The credential and license
program has four (4) basic
threads:
1.
Partner with key management
staff, the governing body,
and the policy council to
develop, review, and approve
policies and procedures
2. Develop
and implement a planning
process in consultation with
the governing body, policy
groups, program staff, and
other community
organizations
3. Establish
and maintain effective
systems for communication,
recordkeeping, reporting,
and monitoring
4. Communicate
with all parents enrolled
and encourage their
participation in the program
