  • The ERSEA Management program prepares students to begin or continue working in ERSEA administrative and management positions and serve as a catalyst for management advancements. Students will learn how to: analyze, plan and implement enrollment systems, analyze community assessment information and facilitate planning efforts to determine design options, analyze your program's recruitment efforts and enrollment guidelines, develop and revise the agency's ERSEA systems, policies and procedures and evaluate, design and monitor systems to help programs.
  • The program provides a basic academic foundation and professional development for ERSEA staff. An important professional credential, the certificate offers Head Start health workers an opportunity to advance their careers and serve children and families more effectively. A license is a "collegiate diploma". It is a post-secondary academic process of establishing the qualifications of professionals working in ERSEA Management Systems.

  • Upon successful completion of all program requirements, graduates will be able to:

1. Conduct outreach, recruitment and enrollment                                            
2. Provide orientation on philosophy of program and services provided and how ERSEA affects management systems
3. Communicate effectively using appropriate verbal and non-verbal messages and reflective listening skills.
4. Determine eligibility ensuring that children with greatest need for services enter the program first.
5. Develop and design recruitment activities that offer every parent with eligible children in the community opportunities to participate in Head Start.
6. Develop a formal process for establishing selection criteria and for selecting children and families with the greatest need for Head Start services
7. Ensure that 10% of total actual enrollment are children with disabilities.
8. Design strategies to meet funded enrollment and maintain it throughout the year.
9. Develop ongoing monitoring system to ensure average daily attendance requirements are met
10. Create a system that monitors and ensures no more than 10% of over-income families enter the program.
11. Manage and design policies that ensures no more than 35% of 101-130% of poverty guideline families enter the program and maintain annual reporting systems for these families.
  • Each program is 12-36 weeks in length, the courses are offered in pairs, or "blocks," designed to complement each other. In these programs, emphasis is placed in the 2 day courses or online classes on in-depth regulatory systems, reading and online discussion and a work project to reinforce the practices and principles learned in the courses.
